The most common type of hydrocephalus is a ventriculomegaly that causes an abnormal increase in the size of the ventricles of the brain.

In other words, hydrocephalus is a disease. The symptoms may look like the typical ones you would get from a brain tumor. The problem is that the disease is caused by a defect in the formation of the fluid that fills the ventricles. The fluid in hydrocephalus is often made up of proteins.
